Maybe, maybe not. It all depends on internet availability and how much you want to depend on the cloud. I have a 5 year old 64gb iPad Pro and I’m finding the 64gb is not enough now as my habits/usage have changed over time. I’m also living in an area where mobile internet access is unreliable, so for me the cloud isn’t a dependable solution.
In regards to your question, I have been using a 64gb iPhone 8+ for 2.5 years, and have found that it's more than enough for me, and like you, I have lots of photos. The important thing to remember is to get what you can afford. That said- I will probably opt for a minimum of 128gb when I get a new iPhone later this year.
The 12 is $750 for 128gb, while the 11 is $550 for 128gb. Yeah the extra $200 isn’t worth a better display. The 11s display isn’t even that bad. I agree, sadly the iphone 11 has an LCD display which is dogshit compared to oled and definitely not appropriate for 2022.

Enjoy this beautiful phone bro ️. No 64gb is not enough any more. 128gb should be absolute minimum storage for even the lightest user. Well.. In my case, all of my files, pictures and videos weight 15gb. Like OP, I don't game nor take many pictures. When I had a 64gb samsung, I'd have 30gb free for months.
